Assignment Title: Technical Assistance on plant breeding – ref. B2/CS-8

The Government of Azerbaijan has received financing from the World Bank toward the cost of the Agricultural Competitiveness Improvement Project and intends to apply part of the proceeds for consulting services.

The consulting services ("the Services") include i) trainings to National Research Institute for Crop Husbandry of the Ministry of Agriculture of Azerbaijan in modern plant breeding techniques and ii) review of current selection and variety development activities and making recommendations for improvement. Primarily only cereals will be included but examples from forage species can also be used.

It is expected, that the Consultant will have 1 field mission to Azerbaijan in June- July 2018 for a period of 13 working days and when cereal plants for testing/experiment are available. Duty station of the assignment will be Pirshagi settlement of Baku, Azerbaijan. The scope of services is:

  1. Become familiar with institute variety development program in cereals
  2. Assess the possibility of perspectives of integration of activities of Genetic Resource Institute into that of Research Institute of Crop Husbandry
  3. Provided training to NRICH institute scientists on new and innovative advances in plant breeding techniques. This task also includes hybrid techniques for e. g. corn and plant molecular techniques.
  4. Make recommendations for improvements in variety development program by introducing new and innovative advances in plant breeding techniques. This can be achieved in collaboration with Genetic Resource Institute of Azerbaijan.
  5. Review research field techniques at outlying research farms and make recommendations to improve their field activities in variety development and parent seed production.

 

The Agricultural Competitiveness Improvement Project now invites eligible individual consultants ("Consultants") to indicate their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Key qualification requirements under this assignment are:

  • PhD in Agriculture/Biology/Crop Husbandry
  • Minimum of 10 or more years’ in plant breeding or variety development and to be trained in utilizing molecular biology techniques in plant breeding.
  • A good sense of teamwork, ability to work independently in the given environment;
  • Advanced skills in writing and editing
  • Fluency in English. Working level of Azeri, Turkish, or Russian to communicate with NRICH staff will be an asset.

Assignment Title: Credit advisor

The Government of Azerbaijan has received financing from the World Bank toward the cost of the Agricultural Competitiveness Improvement Project, and intends to apply part of the proceeds for consulting services.

The consulting services ("the Services") include assist the SSMAPC in implementation of the Action Plan for the strategic target of Improving access to finance. Specifically, the assignment will focus on the actions and measures for the first priority direction of the strategic target, which is to improve financial mechanisms in agriculture. The TA team will compose of experts with international and national experience. This REOI is for the Consultant with the national experience, who will support the International Consultant.

It is estimated that a total input of around seven months will be required during the period of January 19, 2018 – August 31, 2018.  Duty station of the assignment will be Baku, Azerbaijan. The scope of services is:

  1. The Credit Advisor will assist an İnternational Consultant on Credit Policy and the SSMAPC in the implementation of the following activities for improving financing mechanisms in agriculture (priority direction 1):
  • Identification of targets with respect to the demand of agriculture for financial resources. This would include assisting in collection and analysis of available data on: (i) access to finance in agriculture; (ii) access to insurance; and (iii) investment promotion. The data will be collected from all government bodies which provide investment and crediting to agriculture sector, i.e. Ministry of Economics, Ministry of Finance, Ministry of Agriculture, as well as State Statistics Committee and other relevant institutions. The Credit Advisor will work closely with the International Consultant for developing a monitoring instrument and set of indicators to enable the SSMAPC to track provision of financial resources in the agricultural sector, including accessibility and impact of improved access to finance. He will also participate in developing the format of the annual report for SSMAPC on lending in agricultural sector.
  • Developing mechanisms for introduction of innovative and non-collateral credits in agriculture. Expansion of collateral base for credits. For this particular task, the Credit Advisor will assist an International Consultant in designing and supervising conduction of the Survey on access to credit among small and medium farmers. The survey will reveal whether farmers would be willing to get loans without any collateral but with one or several guarantors. The survey will also assess whether farmers would like to get loans with "innovative" collateral identified in previous work on agricultural finance prepared by international experts for SSMAPC. Survey will include interviews with farmers, and also banks and MFIs in Azerbaijan to determine if they are willing to provide loans without collateral (but with one or several guarantors), or with partial guarantee provided by the envisaged Credit Guarantee Fund. The survey will also determine if banks and MFIs would like to provide loans with "innovative" collateral. The Credit Advisor will assist an International Consultant in analysing: (i) the reasons for non-repayment of loans issued in past to small and medium-size farmers by credit organizations in Azerbaijan, and (ii) structure of loses and methodology for calculating losses. Based on the the results of above survey and analysis conducted, the Consultant will prepare a draft Policy Note on credit risk management in agriculture. Draft Note will be presented to banks, MFIs, farmers and agribusinesses, and other stakeholders for discussion in a public/private workshop. The Credit Advisor will assist an International Consultant to (i) develop the detailed plan for introduction of new financial products, and (ii) support the development of detailed proposal on expanding collateral base for agricultural loans.  Upon development and approval of the Policy Note developed by the International Consultant the Credit Advisor will further work together with the team of SSMAPCS and support banks in application of developed mechanisms and products.
  • Enhancing the financial literacy of agricultural producers. Assist an International Consultant in development of a comprehensive training program, as well as train the staff of the SSMAPCS in delivering such training program to the farmers and rural entrepreneurs.

Key qualification requirements under this assignment are:

  • University degree in banking, finance or related field;
  • At least 10 years of working experience in banking sector at a management level;
  • Advanced knowledge of written and spoken Azeri;
  • Presence of minimum computer skills like MS Word and MS Excel in MS Office Pack;
  • Good organizational skills and attention to details;
  • Excellent interpersonal skills and ability to form and maintain cooperative working relationships with colleagues and stakeholders;
  • Knowledge of English and Russian languages would be an advantage

The position requires an innovative person with good communication skills, an ability to adapt to local circumstances and identify opportunities and to implement processes to achieve the project objectives.

Assignment Title: Baseline survey

The Government of Azerbaijan has received financing from the World Bank toward the cost of the Agricultural Competitiveness Improvement Project, and intends to apply part of the proceeds for consulting services.

The consulting services consist of a baseline survey to be conducted in the beginning of 2018 in 10 (ten) districts representing Azerbaijan economic-geographic zones. The purpose of prioritizing 10 districts of the country is to cover all potential and typical agricultural value chains. The purpose of this BLS is to identify the baseline data on agricultural value chain integration, current issues and potential capacity for development (improved seeds, post-harvest technologies and access to markets) in Azerbaijan. More detailed information is provided in draft Terms of References.

The Agricultural Competitiveness Improvement Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) the applicant organization should have at least 10 years of experience in conducting national wide and large scale sampling surveys in Azerbaijan; (ii) experience in conducting surveys in agriculture and related fields; (iii) analytical and practical experience in survey methodologies, experience in statistical analysis, and establishing and maintaining database; (iv) strong quality control mechanisms; strong field presence would be considered as an advantage. The assignment is planned to be implemented within 5 months starting from December 2017 – January 2018.

The objective of the assignment is to The objective of the assignment is to ensure due progressing of the artificial insemination activities in the country through building capacity of artificial insemination technicians, coordination of research activities of research and scientific institute on livestock, provision of information to farmers and households on the available pedigree cattle, advantages and specifics of different species etc.

The consulting services ("the Services") to be provided by Supply Chain Development Specialist include:  1) Capacity building to staff of AI center and zonal laboratories; 2)    Provision of consultancy support to AI Center in the areas related to fodder ration, disease preventive measures, organization of AI activities; 3) Provision of guidance for implementation of internationally accepted best standards for maintenance of sires and semen collection; 4) Provision of reference and guidance for import, production and turnover of genetic materials. (a)     If Bidder is Manufacturer:

(i) Financial Capability

  1. The Bidder shall furnish documentary evidence that it meets the following financial requirement(s): The average annual turnover of the bidder for the last three years (2014 –2015 – 2016) must exceed US$ 2 mln or equivalent
  2. The averages of cash and cash equivalents at the beginning and end of year are positive in the last three years (2014 – 2015 – 2016).
  • The listed requirements would apply to partners of the Joint Venture cumulatively. In addition, all members of the Joint Venture should have experience in required technical area and each member of the Joint Venture should fulfill at least 25% of required turnover.

 (ii) Experience and Technical Capacity

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):

During the past three (3) years, the Bidder must have completed at least one (1) successful contract involving the supply of veterinary laboratory equipment.

Note: For Joint Ventures, listed requirements would apply to partners of the Joint Venture cumulatively. In addition, all members of the Joint Venture should have experience in required technical area and each member of the Joint Venture should fulfill at least 25 % of required turnover.

(iii)    Documentary Evidence

The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement:

  • Electrical equipment must meet the requirements of existing electric supply system of Azerbaijan;
  • All goods must fit for purpose – i.e. conform to required technical specifications specified in Section VII. Schedule of Requirements, Technical Specifications.

(b)     If Bidder is not manufacturer:

If a Bidder is not a manufacturer, but is offering the Goods on behalf of the Manufacturer under Manufacturer's Authorization Form (Section IV, Bidding Forms), the Manufacturer shall demonstrate the above qualifications (i), (ii), (iii) and the Bidder shall demonstrate that it has successfully completed at least 1 (one) contract for supply of similar veterinary lab equipment in the past 5 (five) years

  • Electrical equipment must meet the requirements of existing electric supply system of Azerbaijan;

(b)     If Bidder is not manufacturer:

1.         The Ministry of Agriculture of Azerbaijan Republic has received financing from the IFAD toward the cost of the Integrated Rural Development Project, and intends to apply part of the proceeds toward payments under the contract for Laboratory equipment for Lab equipment for Barda, Sheki and Ujar RSCCS labs. This contract will be jointly financed by the Republic of Azerbaijan. Bidding process will be governed by The IFAD’s rules and procedures.

2. The State Service on Management of Agricultural Projects and Credits under the Ministry of Agriculture/Integrated Rural Development Project now invites sealed bids from eligible bidders for equipment for equipment for Lab equipment for Barda, Sheki and Ujar Regional Seed Control and Certification Laboratories.

Delivery and installation period is 3 months following the date of effectiveness the Contract. Delivery will be to Barda, Shaki, Ujar (Azerbaijan) Regional Seed Control and Certification Laboratories

Post-qualification requirements:

(a)     If Bidder is Manufacturer :

(i)     Financial Capability

         i.       The Bidder shall furnish documentary evidence that it meets the following financial requirement(s): The average annual turnover of the bidder for the last three years (2014 –2015 – 2016) must exceed US$ 0.7 mln or equivalent

Assignment Title: TA for Dairy Value Chain Assessment in Azerbaijan

Reference No. B1/CS-8

 

The Government of Azerbaijan has received financing from the World Bank toward the cost of the Agricultural Competitiveness Improvement Project, and intends to apply part of the proceeds for consulting services.

The consulting services are to deepen the MOA’s understanding of the dairy sector and build its capacity to support investors considering investing the large scale dairy sector. The specific objectives of the study are to (i) review and analyze the existing dairy value chains in Azerbaijan, and  examine Azerbaijan’s competitiveness in the dairy sector and potential opportunities; (ii) identify policy and public investment constraints to private and foreign direct investment, describe the measures that the government is taking to address those constraints and remaining gaps in the reform program; (iii) as a capacity building exercise, design and cost model large farm and dairy processing investment models. This assignment will also contribute to the overall agriculture sector risk assessment currently conducted by the World Bank and the Ministry of Agriculture. To this end, the study will also identify existing risks to the dairy value chains, analyze their frequency and severity, and draw conclusions the impacts of these risks on the sector outputs. 

The Agricultural Competitiveness Improvement Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) knowledge and experience in dairy industry review and analysis, including analysis of value chains in dairy production and recommending business opportunities for further milk products development; (ii) specific experience in dairy facility design and with preparation of feasibility studies for establishment of big dairy farms and milk processing facilities; (iii) experience with capacity building programs in the area relevant to assignment; (iv) good knowledge of livestock sector and agribusiness; (v) availability of staff with specific expertise in dairy industry projects (market assessment, value chain analysis, feasibility studies, process engineering, dairy farm management, etc.) (vi) experience in Azerbaijan and knowledge of local conditions is highly desirable.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 edition Revised July 2014  ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. In this case of association the roles and responsibilities of each partner should be clearly indicated.  

A Consultant will be selected in accordance with the Quality-Based Selection (QBS) method set out in the Consultant Guidelines.
